Statement of the Latin Patriarchate of Jerusalem

This morning, at approximately 10:20 a.m., the Compound of the Holy Family in Gaza, belonging to the Latin Patriarchate, was struck by the Israeli army. As of this hour, three individuals lost their lives as a result of the injuries sustained and nine others were wounded, including one in critical condition and two in serious condition. The community’s parish priest, Father Gabriel Romanelli, sustained light injuries.

The people in the Holy Family Compound are people who found in the Church a sanctuary—hoping that the horrors of war might at least spare their lives, after their homes, possessions, and dignity had already been stripped away. On behalf of the entire Church of the Holy Land, we extend our deepest condolences to the bereaved families, and from here, we offer our prayers for the swift and full recovery of the wounded.

The Holy Father has conveyed his own heartfelt condolences, his solidarity with them, and his prayers on their behalf.

The Latin Patriarchate strongly condemns this tragedy and this targeting of innocent civilians and of a sacred place. However, this tragedy is not greater or more terrible than the many others that have befallen Gaza. Many other innocent civilians have also been harmed, displaced and killed. Death, suffering and destruction are everywhere.

The time has come for leaders to raise their voices and to do all what is necessary in order to stop this tragedy which is humanly and morally, unjustified.

This horrific war must come to a complete end—so that we may commence the long work of restoring human dignity.

We embrace all those in the compound and stand with them in this painful hour, as they bury members of the community. We express our gratitude to all those who are sharing their condolences and sympathy with the Patriarchate and the church.

We will continue to stand by the side of the community of Gaza and do all that what is within our power to support them.

May the souls of the victims rest in eternal peace and may the Lord grant you all His Peace.

The most senior church leaders in the Holy Land on Monday toured the Christian Palestinian town of Taybeh in the West Bank, which has been the scene of several attacks by radical settlers in recent weeks, alleging that Israeli authorities have facilitated the ongoing harassment.

In a joint statement, Patriarch Theophilos III of Jerusalem and Latin Patriarch of Jerusalem Pierbattista Pizzaballa said the settler attacks were a threat to Christian heritage in the region, and called for an investigation into the failure of Israeli law enforcement authorities to respond to such assaults.

They made their statement during a solidarity visit that both the church leaders made to Taybeh, where they also conducted a press conference and held a prayer ceremony at the site of a recent arson incident.

King Abdullah II of Jordan also issued a statement to coincide with the church leaders’ visit, in which he condemned a recent settler arson attack in the town as “a blatant violation of the sanctity of the dead, Christian holy sites, and [the] Christian presence in the Holy Land.”

Taybeh residents and local church leaders said last week that the town had experienced an upsurge in settler harassment recently. They pointed to the arson attack, which they said was committed by extremist settlers next to the ruins of the Church of St. George in the town last Monday, as one of the most serious incidents so far.

“The Council of Patriarchs and Heads of Churches calls for these radicals to be held accountable by the Israeli authorities, who facilitate and enable their presence around Taybeh,” said Theophilos and Pizzaballa in their joint statement.

We call for an immediate and transparent investigation into why the Israeli police did not respond to emergency calls from the local community and why these abhorrent actions continue to go unpunished,” they continued.

Local church leaders called the police emergency line twice during the arson attack and were told that a police force was being dispatched, but said that no police officers arrived at the scene.

The police did not respond to a request for comment from The Times of Israel at the time.

Theophilos and Pizzaballa went on to say that Taybeh was facing “an intensifying trend of systemic and targeted attacks,” and called the settler assaults “a direct and intentional threat” to the local Christian community and to “the historic and religious heritage of our ancestors and holy sites.”

During the press conference, Pizzaballa said that fears over violence were pushing Christians to leave the West Bank, estimating that some 50,000 Christian Palestinians currently remain in Jerusalem and the West Bank.

Taybeh residents and local church leaders said last week that the town had experienced an upsurge in settler harassment recently. They pointed to the arson attack, which they said was committed by extremist settlers next to the ruins of the Church of St. George in the town last Monday, as one of the most serious incidents so far.

During the press conference, Pizzaballa said that fears over violence were pushing Christians to leave the West Bank, estimating that some 50,000 Christian Palestinians currently remain in Jerusalem and the West Bank.

“Unfortunately, the temptation to emigrate is there because of the situation,” he added. “This time it’s very difficult to see how and when this will finish, and especially for the youth to talk about hope, trust for the future.”

Speaking to The Times of Israel, Pizzaballa said that he had been in touch with the Israeli authorities regarding the attacks in Taybeh and was told that they would look into the allegations.

Asked if he believed there would be an effective law enforcement response, however, he said, “I doubt it, but I hope so.”

King Abdullah condemned what he said were “brutal attacks recently carried out by extremist settlers,” and denounced the arson attack in particular.

“His Majesty affirms that the severity of the settlers’ assaults, their daily terrorization of Palestinians, and their systematic aggression against dozens of villages, towns, and camps in the occupied Palestinian territories demand an immediate firm international position to halt these attacks — especially the ongoing genocide of killing and starving children, women, the elderly, and civilians in the Gaza Strip,” the message continued.

Following the end of the press conference held by Theophilos and Pizzaballa, several Taybeh residents approached the two leaders and told them of incidents of harassment they had experienced in recent weeks.

Jawis Awad, a chicken farmer, told Pizzaballa that his work had been severely disrupted by settlers who have made the agricultural land on the eastern borders of Taybeh a virtual no-go zone, due to harassment and intimidation.

Awad alleged that armed settlers had recently set up a road block, pulled his car over, and tried to steal his vehicle.

And an olive farmer told Pizzaballa that he was now unable to access his olive groves in the same area, due to the threat of violence from the settlers.

Last week, local church leaders stated that the eastern area of Taybeh had become “an open target” for extremist settlers in the area.

Hamdallah Bearat, a resident of Kafr Malik which lies just two kilometers (about a mile and a quarter) to the north of Taybeh and who was present at Monday’s prayer ceremony, described life in the region as “a nightmare” ever since the outbreak of war nearly two years ago following Hamas’s October 7, 2023 atrocities.

Last month, three Palestinians were shot dead and seven more were injured, after a mob of some 100 settlers rampaged through Kafr Malik, setting fire to buildings and cars. The IDF claimed it had shot at Palestinian gunmen and rioters hurling stones.

Bearat said settler extremists in the region had been gradually encroaching on his agricultural land, and bringing their sheep to purposefully graze among avocado and olive trees belonging to Palestinian famers in order to destroy the crops.

“You have two different groups, ethnic groups, that are not equal,”  Bearat told The Times of Israel.

“When they come to my land, the settler, to graze his sheep in my land, and I complain to the police officer, the police officer instead of stopping him, he says to me, ‘Do you have a proof that this is your land?’ But did he ask the settler, ‘Do you have the right [to graze his sheep]’?

“They [the settlers] disregard all laws, even Israeli law. Their plan is clear; ethnic cleansing. There is no other explanation.”

West Bank: Jewish settlers attack Taibeh residents

The three parish priests of the Latin, Greek Orthodox, and Melkite churches denounce repeated violence against Christian residents and their property in the West Bank. Violence by Jewish settlers in Palestine has now also struck the residents of Taibeh, the only entirely Christian Palestinian village. Taibeh is the ancient Ephraim, the location mentioned in the Gospel of John where Jesus took refuge after the resurrection of Lazarus (Jn 11:54), and where the Christian community has extremely ancient roots. The village is home to three churches—Latin, Greek Orthodox, and Melkite—whose pastors, Fathers Bashar Fawadleh, Jack Nobel Abed, and Daoud Khoury, issued an appeal last night calling on Israeli authorities to prevent further settler violence, which so far has largely occurred in the presence of passive Israeli soldiers 

The attack on Taibeh

Yesterday, a group of Jewish settlers set fires near the Byzantine Christian cemetery and at the Church of Al-Khader (St. George), dating back to the 5th century and one of the oldest and most venerated places of worship for Christians in Palestine. These arson attacks follow a series of violent acts against the town’s Christian residents, which have been escalating in recent weeks. The settlers have also damaged olive groves—Taibeh’s primary source of income—and are preventing farmers from accessing and working their land. 

Appeal to the International Community

The eastern part of the town, the three priests lament, "has become an open target for illegal Jewish settlement outposts that are quietly expanding under the protection of the Israeli army." The priests are calling on the international and Church communities to send missions to the area to document the damages and the progressive deterioration of the situation.

Settler violence 

In recent weeks, settler terrorism has targeted not only Taibeh but also several other Palestinian villages near illegal settlements, such as Ein Samia and Kufr Malik, where settlers have set fire to homes, vehicles, and crops. At the end of June, four young Palestinians trying to resist the violence were brutally killed. In Ein Samia, located along the Jordan Valley, settlers attacked and destroyed the local aqueduct—the spring that, through a Roman-era canal system, still provides water to hundreds of thousands of Palestinians, all the way to Ramallah.

Risk of new land confiscations

Taibeh is located in the central Ramallah highlands at 850 meters above sea level, where both the lights of Jerusalem and Jordan’s Al-Salt mountains are visible at night. The Christian residents of Taibeh live peacefully alongside Muslims from neighbouring villages. Their troubles began in 1977 when the Israeli government confiscated dozens of hectares of nearby land and illegally established a settlement called Rimonim. Large agricultural areas were taken from Taibeh’s farmers to build roads connecting various Jewish settlements. In the days leading up to yesterday’s attacks on Christian sites, settlers had already targeted the village outskirts, setting fire to a house and several cars. Hundreds more hectares of Palestinian land are at risk of confiscation to further expand settlements.

The greatest concern of Taibeh-Ephraim’s Christian residents today is that—with global attention focused on the immense tragedy in Gaza—the increasingly serious threats to the survival of the world’s oldest Christian community may not be fully grasped by the international community.

തോമാശ്ലീഹാ ചതിച്ച ബ്രഹ്മദത്തൻ നമ്പൂതിരി- കേശവൻ നായർ പാരമ്പര്യത്തിൽ അഭിരമിക്കുന്ന ചില നസ്രാണികളിൽ നിന്നും വ്യത്യസ്തമായി നായരിസം കുട്ടിക്കളയല്ലെന്ന് ആദ്യം പറഞ്ഞയാൾ എംപി പോൾ ആയിരുന്നു. അതും നായന്മാരുടെ കേന്ദ്രമായ ചങ്ങനാശ്ശേരിയിൽ ജോലി ചെയ്യുമ്പോൾ. 

സത്യം പറയാന്‍ ആരുടെയും മുഖം നോക്കേണ്ടതില്ലെന്ന് പോള്‍ ഉറച്ച് വിശ്വസിച്ചു. നിര്‍ഭയത്വം പോളിന്റെ മുഖമുദ്രയായിരുന്നു. അതു കൊണ്ടു തന്നെ സി.വി.രാമന്‍പിള്ളയുടെ മഞ്ചലെടുപ്പുകാരും, സ്തുതിപാഠകരുമായ തിരുവിതാംകൂറിലെ നായാന്മാരുടെ മുഖമടച്ചൊരു അടി കൊടുക്കാന്‍ എം.പി.പോളിന് രണ്ടാമതൊന്നും ആലോചിക്കേണ്ടി വന്നില്ല. 

സി.വി.രാമന്‍പിള്ളയുടെ ചരിത്രനോവലായ ധര്‍മ്മരാജയെ കുറിച്ച് പോള്‍ ഇങ്ങനെ എഴുതി. ”ധര്‍മ്മരാജ ഗദ്യത്തിലുള്ള ഒരു നായര്‍ മഹാകാവ്യമാകുന്നു. എന്നു പറഞ്ഞാല്‍ അത് വിമര്‍ശകന്റെ വര്‍ഗ്ഗീയ മനസ്ഥിതി കൊണ്ടല്ല. നോവല്‍ കര്‍ത്താവിന്റെ വര്‍ഗ്ഗീയ മനസ്ഥിതി കൊണ്ടാണ്. തിരുവിതാംകൂര്‍ രാജ്യചരിത്രമാണ് ഈ കഥയിലെ പശ്ചാത്തലം. എന്നാല്‍ ഈ രാജ്യ ചരിത്രകഥയില്‍ സര്‍വ്വത്ര ഒരു വര്‍ഗ്ഗത്തിനാണ് പ്രാധാന്യം കല്‍പ്പിച്ചിരിക്കുന്നത്.” 

തീര്‍ന്നില്ല പോള്‍ തുടര്‍ന്ന് ഇങ്ങനെ എഴുതുന്നു ”ഏതാനും നായര്‍ തറവാടുകളുടെ ചരിത്രമാണ് തിരുവിതാംകൂര്‍ ചരിത്രമെന്നു തോന്നും. അത് ചില നായര്‍ പ്രഭുക്കളുടെ ചരിത്രം മാത്രം. കൃഷി ചെയ്ത് പാടുപെട്ട് അന്നന്നു ജീവിച്ചിരുന്ന അനേക ലക്ഷം നായന്മാരെ  പറ്റിയോ മറ്റുള്ളവരെ പറ്റിയോ ഗ്രന്ഥകാരന് ഒന്നും പറയാനില്ല.  രാജസേവനം ജീവിതത്തിന്റെ പരമോദ്ദേശമായി കരുതി ഏതു വാണിജ്യാദി വ്യാപാരങ്ങളെക്കാളും അഭികാമ്യമായത് ഒരു മാസപ്പടി ഉദ്യോഗമാണെന്നുള്ള മൂഢപാരമ്പര്യത്തെ തിരുവിതാംകൂറില്‍ സൃഷ്ടിച്ച ചില ‘ഇത്തികണ്ണി’ പ്രഭുക്കളെയാണ് ഈ ഗ്രന്ഥത്തില്‍ ആരാധ്യപാത്രങ്ങളായി നമ്മുടെ മുമ്പില്‍ പ്രദര്‍ശിപ്പിച്ചിരിക്കുന്നത്. അടിയന്‍, അടിയന്‍ എന്നു പറഞ്ഞ് തിരുമുമ്പില്‍ ഓച്ചാനിച്ചു നില്‍ക്കുന്ന ചില പരാന്നഭോക്താക്കളാണ് ഇതിലെ ആദര്‍ശപുരുഷന്മാര്‍. ഇതാണോ ജീവിത ദര്‍ശനം?അന്ധമായ രാജഭക്തിയും സ്വസമുദായ ഭക്തിയും സി.വി.യിലെ നോവലിസ്റ്റിനെ പരിമിതപ്പെടുത്തുന്നു,”

സി.വി.യെയും നായരിസത്തെയും അന്നേ  ഇത്രയും ശക്തിയോടെ എതിര്‍ക്കാന്‍ പോളിന് കഴിഞ്ഞത് തന്റെ വിമര്‍ശനത്തിന്റെ ധീരതയും സത്യസന്ധതയും കൊണ്ടാണ്‌.

ഇംഗ്ളീഷ് അദ്ധ്യാപകനായിരുന്ന അദ്ദേഹം തന്റെ ഇംഗ്ളീഷ് പാണ്ഡിത്യത്തെ പറ്റിയും ജോലിയെപ്പറ്റിയും എഴുതിയത് ഇങ്ങനെ. ”എന്നെ ഒരു പണ്ഡിതനെന്നു വിളിക്കുന്നവരുണ്ട്. അവര്‍ അത് വിശ്വസിക്കുന്നുണ്ടായിരിക്കാം. പക്ഷേ എന്റെ ഭീമമായ അജ്ഞതയെ പറ്റി അവര്‍ക്കൊരു രൂപവുമില്ല. പിടിച്ചടക്കാന്‍ വന്ന ഒരു ജനത അടിമവര്‍ഗ്ഗത്തിനു മേല്‍ അടിച്ചേല്‍പ്പിച്ച ഒരു ഭാഷ ഞാന്‍ പഠിപ്പിക്കുന്ന രീതിയെപ്പറ്റി അവര്‍ ബഹുമാനം പ്രകടിപ്പിച്ചിട്ടുണ്ട്. ഞാന്‍ ആ ഭാഷയെ (ഇംഗ്ലീഷ്) എത്രമാത്രം വെറുക്കുന്നുവെന്ന് അവര്‍ അറിയുന്നില്ല. കാലയാപനത്തില്‍ ന്യായമായ മറ്റൊരു മാര്‍ഗ്ഗവും തുറന്നു കാണാത്തതു കൊണ്ട് മാത്രമാണ് ഞാനത് പഠിപ്പിക്കുന്നത്. നോക്കൂ, എത്രമാത്രം സ്വയം വിമര്‍ശനം നടത്തി കൊണ്ടാണ് അദ്ദേഹം എഴുതുന്നത്.

എം.പി. പോൾ. തിരുച്ചിറപ്പള്ളി കോളേജിലാണ് ആദ്യം ജോലി ചെയ്തത്. പിന്നീട് തൃശ്ശൂർ സെന്റ് തോമസ് കോളജ്, ചങ്ങനാശേരി എസ്.ബി. കോളജ്, എന്നിവിടങ്ങളിൽ ഇംഗ്ലീഷ് ഭാഷാധ്യാപകനായി ജോലി ചെയ്തു.  തുടർന്ന്  ജോലി രാജിവെച്ചിട്ട് “എം.പി. പോൾസ് ട്യൂട്ടോറിയൽ കോളജ് ”എന്ന പേരിൽ സ്വന്തമായി സമാന്തര വിദ്യാഭ്യാസ സ്ഥാപനം തുടങ്ങി.

Maharashtra’s Revenue Minister Chandrashekhar Bawankule announced on July 9 that the state government will introduce legislation to prevent religious conversions, while ordering investigations into unauthorised churches in tribal areas.

Speaking in the state assembly during a debate initiated by BJP MLA Anup Agrawal and other legislators, Bawankule said he would consult Chief Minister Devendra Fadnavis on framing the anti-conversion law. “A strict law to prevent religious conversions will be enacted in the state,” the minister stated.

The announcement came after legislators raised concerns about religious activities in the Dhule-Nandurbar region. Bawankule instructed the divisional commissioner to conduct a probe into unauthorised churches in this area and address them within six months. The Nandurbar district is designated as a Scheduled Area under the Fifth Schedule of the Constitution and is home to tribal communities including the Bhil and Pawra.

BJP MLA Atul Bhatkalkar questioned the six-month timeframe, asking why immediate action was not being taken against unauthorised religious structures. Bawankule responded that complaints needed to be investigated before proceeding, but assured that illegal structures would be demolished following due process.

MLA Gopichand Padalkar alleged that more than 150 unauthorised churches have been constructed on village and government land in Navapur taluka without permission from either the Gram Panchayat or the Home Department. He claimed that Christian missionaries and recent converts are enticing tribals and non-tribals into converting through inducements and incentives.

Anup Agrawal alleged that in Navapur, within Dhule district, missionaries are using foreign funding for healthcare and education initiatives while working to convert tribals. He claimed that “tribals and non-tribals in Nawapur (Dhule district) were being lured into converting to Christianity. The missionaries work through foreign funding for health, education and work for converting the tribals.”

Several BJP leaders, including MLAs Sudhir Mungantiwar and Sanjay Kute, supported the concerns raised. Kute noted that conversions are occurring not just in Nandurbar but across tribal regions throughout Maharashtra.

Bawankule referenced government orders dated 5 May 2011 and 7 May 2018, stating that any church built without prior permission would be removed. He announced plans for a state-wide survey of unauthorised religious structures to be completed within six months, with a high-level inquiry already initiated. The minister assured that all actions would be taken in accordance with Supreme Court rulings and state regulations.

The minister also announced that a comprehensive study of conversion cases would be conducted to guide the development of stringent legislation, with discussions involving legal experts planned.

Speaking to Christian Today, Rev. Vijayesh Lal, General Secretary of the Evangelical Fellowship of India, said: “We are deeply concerned about the implications of anti-conversion legislation. Experience in states like Uttar Pradesh has shown that such laws can be misused to target and harass Christian pastors and believers, as documented by various media outlets. We trust that Maharashtra will uphold the constitutional principles of freedom of religion and belief that are fundamental to our democracy.”

This development would bring Maharashtra in line with several other Indian states that have enacted anti-conversion laws. Neighbouring Gujarat had previously introduced similar legislation during the tenure of the late Chief Minister Vijay Rupani, though certain provisions faced legal challenges.

The proposed legislation comes as the BJP-led government in Maharashtra, following its recent electoral victory, has taken the predictable stance on religious conversion issues. The timeline for introducing the proposed legislation has not been specified.

Holding of religious prayer is not violative of any law, says Uttar Pradesh top court

Christians have welcomed a court order calling on authorities to approve requests for prayer gatherings in Uttar Pradesh, the most populous Indian state, amid a rise in persecution against Christians.

A two-judge bench of the Allahabad High Court, the top court in the northern state, directed state authorities to “consider” representations from Christians for holding religious prayer meetings and “decide as per the law” after taking opinion from the local police, on June 20.

The judges said that they found that the “holding of religious prayers is not violative of any law that has been shown to us”.

Under the constitution every citizen has a right to practice and perform his faith and religious congregation that is, of course, subject to public order,” they said.

The court asked the petitioners to file fresh applications to the state authorities which they should “consider and decide” as per the law by taking opinion from the local police.

The order came in response to petitions from different Christian groups accusing government officials of denying them permission to hold routine prayer meetings.

“I was forced to approach the top court after the local police did not allow me to hold a prayer meeting on the premises of my legally registered society,” Pastor Sukesh Kumar, one of the petitioners, told UCA News on June 23.

“The risk involved in holding such a prayer meeting without the consent of police is too high as they level false charges of religious conversion,” Kumar said.

It is common for police to arrest and jail prayer leaders and others without bothering with “a preliminary probe,” he said.

Getting bail or quashing the case become tiresome and troublesome, and it takes many years and lot of time and money to get the name cleared, he alleged.

Seeking protection from the top court is “the best way” and Christians are glad the court granted “required relief,” he added.

Pastor Joy Mathew who assists persecuted Christians in the state praised the court order.

“This order allows Christians to challenge government officials when they arbitrarily deny them permission for a prayer gathering,” Mathew told UCA News on June 23.

In most such cases “government officials deny permission on the alleged grounds of religious conversion, law and order problems or disturbing religious harmony among other narrations”, he said.

In reality such allegations are fictious and based on false narratives, he said.

Like other citizens, Christians have the right to practice their religion and pray freely, but they are targeted, he said.

“People might become Christian after they are convinced by the teachings of Christ and it is their personal issue and no one from outside has any role to play,” Mathew said.

The state, ruled by the pro-Hindu Bhartiya Janta Party (BJP), registered more than 400 anti-conversion cases against Christians after a draconian law criminalizing conversion was enacted in 2021, he said, adding that “not a single case of conversion was proven.”

The law stipulates up to 20 years imprisonment for violators.

Uttar Pradesh is among 11 states, mostly BJP-governed, that passed similar laws.

About 80 percent of Uttar Pradesh’s more than 200 million people are Hindus while Christians make up less than half a percent.  

The state recorded 209 anti-Christian attacks last year, according to ecumenical body, the United Christian Forum.

ഭൂമിയിലെ ഓരോ മനുഷ്യന്റെയും ജന്മാവകാശമാണ് വീട്, ഭക്ഷണം. തൊഴിലിടങ്ങൾ, വിദ്യാഭ്യാസം എന്നീ അടിസ്ഥാന സൗകര്യങ്ങൾ. എന്നാൽ ശാസ്ത്രവും സാങ്കേതികതയും ഏറ്റവും ഉന്നതിയിൽ നിൽക്കുന്ന ഇക്കാലത്തും പല ദേശങ്ങളിൽ, പല ഇടങ്ങളിൽ തകർന്നടിഞ്ഞ വീടുകൾക്കും രക്തമുറഞ്ഞ മണ്ണിനും മദ്ധ്യേ കുട്ടികൾ മൂന്നോ നാലോ ദിവസത്തിൽ ഒരിക്കൽ എത്തുന്ന ഭക്ഷണപ്പൊതികളെ കാത്തു നിൽക്കുന്നു. മനുഷ്യത്വരഹിതമായ രാഷ്ട്രീയ താൽപര്യങ്ങളും, യുദ്ധവെറിയും  അഭയാർത്ഥി ദിനം എന്ന ദുരിത പൂർണമായ ഓർമപ്പെടുത്തലിനെ, ആധുനികരെന്ന് വീമ്പിളക്കുന്ന ലോകജനതയ്ക്ക് മുന്നിൽ പ്രാകൃത ചിന്തയുടെ ചിഹ്നമെന്നതു പോലെ പ്രതിഫലിപ്പിക്കുന്നു. വരാനിരിക്കുന്നത് യന്ത്രങ്ങളുടെ ലോകമെന്ന് വാഴ്ത്തിപ്പാടുന്ന വികസിത രാജ്യങ്ങളുടെയും സാമ്രാജ്യത്വ ശക്തികളുടെയും മുന്നിലേക്ക് അഭയാർഥികൾ എന്ന ലേബലുമായി 10 ലക്ഷത്തിനു മുകളിൽ രജിസ്റ്റർ ചെയ്യപ്പെട്ട മനുഷ്യരുണ്ട്. രജിസ്റ്റർ ചെയ്യപ്പെടാത്തവർ അതിനും ഇരട്ടിയോളം വരും. ഐക്യരാഷ്ട്ര സംഘടനയിൽ രജിസ്റ്റർ ചെയ്യപ്പെട്ടവരിൽ പകുതിയിൽ താഴെ പേർക്കു മാത്രമേ ഗ്രാന്റ്

നൽകപ്പെട്ടിട്ടുമുള്ളൂ. എറിത്രിയ, സുഡാൻ, കോംഗോ, അഫ്ഗാനിസ്ഥാൻ, സിറിയ, സോമാലിയ തുടങ്ങിയ രാജ്യങ്ങളിൽ നിന്നായി 12 കോടിക്കു മുകളിൽ മനുഷ്യർ സ്വന്തം വീടും  മണ്ണും വിട്ട് അഭയാർഥികളായി മാറിയിട്ടുണ്ട്. ജലക്ഷാമവും അക്രമാസക്തമായ രാഷ്‌ടീയ സാമൂഹ്യവ്യവസ്ഥയും ഈ പലായനത്തിന് കാരണമാകുന്നു.

ഐക്യരാഷ്ട്ര‌ സംഘടനയ്ക്കു കീഴിൽ അഭയാർഥികളായി കണക്കാക്കപ്പെടാതിരിക്കുകയും ജന്മദേശത്തു തന്നെ ഛിന്നഭിന്നമാക്കപ്പെട്ട ജനതയായി ദുരിതമനുഭവിക്കുകയും ദാരുണമായി കൊല്ലപ്പെടുകയും ചെയ്യുന്ന പലസ്തീൻ പൗരർ (internally displaced persons (IDPS) വിവിധ രാഷ്ട്രങ്ങളുടെ രാഷ്ടീയ കുടിലതയുടെ ഉത്തമ ഉദാഹരണമാണ്. 1951ലെ ഐക്യരാഷ്ട്ര‌ സംഘടനയുടെ അഭയാർഥി കൺവൻഷൻ സ്ഥാപിക്കുന്നതിന് മുമ്പാണ് അറബ് - ഇസ്രയേൽ യുദ്ധം (1948) ഉണ്ടായത് എന്നതിനാൽ പലസ്തീൻ അഭയാർഥികൾക്കായി പ്രവർത്തിക്കുന്നത് യുഎന്നിന്റെ ഔദ്യോഗിക എജൻസിയല്ല, മറിച്ച് യുണൈറ്റഡ് നേഷൻസ് റിലീഫ് ആൻഡ് വർക്ക്സ് ഏജൻസി ഫോർ പലസ്തീൻ റെഫ്യൂജീസ് (UNRWA) എന്ന ഏജൻസിയാണ്. എന്നാൽ പലസ്തീൻ ജനതയെ പുനരധിവസിപ്പിക്കാൻ അവർക്ക് കഴിയുകയുമില്ല. ഏകദേശം 6 ലക്ഷം പലസ്തീൻ അഭയാർത്ഥികളാണ് ഗാസ മുനമ്പിലും വെസ്റ്റ് ബാങ്കിലുമായി വീടും ഉപജീവനവും നഷ്ട‌പ്പെട്ട് ചിതറിക്കിടക്കുന്നത്. UNRWA ഏജൻസിയുടെ അധികാര പരിധിക്കു പൂറത്ത് വന്നാൽ മാത്രമേ പലസ്തീൻ അഭയാർഥികളെ ഐക്യരാഷ്ട്ര‌ സംഘടന അംഗീകരിക്കുകയുള്ള എന്നിരിക്കെ മത രാഷ്‌ടീയ ഹീനതയുടെ ബലിയാടുകൾ ആകുന്നത് അവിടെയുള്ള സാധാരണ ജനതയാണ്.

ലോകത്തിൽ ഏറ്റവും കൂടുതലുള്ള അഭയാർഥികളായി കണക്കാക്കപ്പെടുന്ന രോഹിൻഗ്യകളിൽ അറുപത് ശതമാനത്തിനു മുകളിൽ കുട്ടികളാണുള്ളത്.  വംശീയ കൂട്ടക്കുരുതിയുടെ ഇരകൾ നാടില്ലാത്തവരായി മാറുമ്പോൾ അവരെ സ്വീകരിക്കാൻ മറ്റൊരു രാജ്യം തയ്യാറാകേണ്ടതുണ്ട് എന്നത് എളുപ്പത്തിൽ സാധ്യമാകുന്ന കാര്യവുമല്ല. കാലാവസ്ഥാ വ്യതിയാനം, ജലക്ഷാമം, സംഘർഷം എന്നിവയിൽ നിന്നുള്ള അസ്ഥിരത കൂട്ട കുടിയിറക്കത്തിലേക്ക് നയിക്കുന്നതിനാൽ നിർബന്ധിത കുടിയേറ്റം വളർന്നു വരുന്ന ഒരു പ്രതിസന്ധിയാണ്. നിർബന്ധിത കുടിയേറ്റം പുനരധിവാസം ആകുന്നില്ലെന്ന് മാത്രമല്ല അത്രയും മനുഷ്യർ അഭയാർഥികളായി മാറുകയും ചെയ്യുന്നു. ശുദ്ധജലം, ഭക്ഷണം, പാർപ്പിടം, വ്യക്തിഗത സുരക്ഷ, ആരോഗ്യ സംരക്ഷണം തുടങ്ങിയ അടിസ്ഥാന ആവശ്യങ്ങൾ പോലും ലഭിക്കാതെ അതിജീവനം ദുഷ്‌കരമാകുമ്പോൾ അക്രമവും അസുഖങ്ങളും മനുഷ്യക്കടത്തും വർധിക്കുകയും ചെയ്യുന്നു.

കഴിഞ്ഞ വർഷങ്ങളിലെ ഉക്രയ്‌ൻ - റഷ്യ സംഘർഷം സൃഷ്ടിച്ച അഭയാർഥികൾ, ഇപ്പോൾ നടന്നു കൊണ്ടിരിക്കുന്ന ഇറാൻ - ഇസ്രയേൽ യുദ്ധം മൂലമുണ്ടാകുന്ന വിവിധ രാജ്യങ്ങളിലെ അഭയാർഥികൾ, കഴിഞ്ഞകാല യുദ്ധങ്ങളും രാഷ്ട്രീയ അസമത്വങ്ങളും ഇനിയും തീർപ്പാക്കാത്ത മനുഷ്യാവസ്ഥകൾ എല്ലാം തന്നെ ആത്യന്തികമായി മനുഷ്യത്വരഹിതവും ജനാധിപത്യപരമല്ലാത്ത സാമ്രാജ്യത്വ രാഷ്ട്ര‌ീയത്തിന്റെയും മതരാഷ്ട്രീയത്തിന്റെയും താൽപ്പര്യങ്ങളുടെ ഫലങ്ങൾ മാത്രമാണ്, അഭയാർഥികളോട് സ്നേഹവും പരിഗണനയും പിന്തുണയും പ്രകടിപ്പിക്കാൻ ഐക്യരാഷ്ട്ര‌ സംഘടന അടക്കമുള്ളവർ പറയുന്നുണ്ടെങ്കിലും അഭയാർഥി ദിനമെന്നത് ഈ ലോകത്തെ ഓരോ ഭരണാധികാരിയും തലകുനിക്കേണ്ട ദിവസം കൂടിയാണ്.

ഏറ്റവും വേഗതയിലാണ് ലോകത്തിപ്പോൾ മനുഷ്യർക്ക് സ്ഥാനചലനം (displacement) നടക്കുന്നത് തന്മൂലമുണ്ടാകുന്ന സാംസ്കാരികമായ ജീർണത വരും തലമുറയെ ശത്രുതാ മനോഭാവത്തിലേക്ക് എത്തിച്ചേക്കാം. നിലനിൽപ്പിന്റെ അവസ്ഥ കഴിഞ്ഞു കിട്ടിയാൽ വേരുകളിലേക്ക് മടങ്ങാൻ സ്വാഭാവികുമായും ആഗ്രഹിക്കും എന്നിരിക്കേ ആരോഗ്യപരമായ രാഷ്ട്രീയ -സാമൂഹ്യചിന്തകളുടെ അപര്യാപ്‌തത ധ്രുവികരണം വർധിപ്പിക്കുമെന്നതിൽ സംശയമില്ല.

അഭയാർഥികൾക്കുള്ള സഹായങ്ങൾ

 സമ്പന്ന രാജ്യങ്ങൾ വെട്ടിക്കുറയ്ക്കുകയും ചില്ല പദ്ധതികൾ പൂർണ്ണമായി നിർത്തലാക്കുകയും ചെയ്തതോടെ പലസ്തീനടക്കമുള്ള അഭയാർഥിസമൂഹം കുടുതൽ ദുരിതത്തിലാവുകയാണ്. അടിസ്ഥാന സൗകര്യങ്ങളെല്ലാം സുലഭമായ സാഹചര്യങ്ങളിൽ വ്യത്യസ്തതയ്ക്കു വേണ്ടി ഭക്ഷണം വയ്ക്കുന്നവരും, തിങ്ങിനിറഞ്ഞ അഭയാർഥി ക്യാമ്പുകളിൽ ഒരു നേരം പോലും ഭക്ഷണം കഴിക്കാനില്ലാത്തവരും അനുഭവിക്കുന്നത് ഒരേ വിശപ്പല്ല എന്ന ശരാശരി അറിവ് മനഃപൂർവം മറക്കുന്നവർക്കു മുന്നിൽ ഇന്ന് ലോക അഭയാർഥിദിനം പൊള്ളയായ പ്രഖ്യാപനങ്ങളാൽ ഘോഷിക്കപ്പെടുന്നു. കുട്ടികളും സ്ത്രീകളും രാജ്യമില്ലാത്തവരായി, നിർബന്ധപൂർവം അഭയാർഥികളായി മാറുമ്പോൾ അതിർത്തികളുടെയും രാഷ്ട്രത്തലവന്മാരുടെയും പ്രാധാന്യമെന്താണ്. അഭയാർഥികൾ ചെയ്ത് കുറ്റം എന്താണ്? മത രാഷ്ട്രീയ തീവ്രവാദത്തിന്റെ ഇരകളാണ് അയാർഥികൾ. അവരെ സംരക്ഷിക്കേണ്ട ഉത്തരവാദിത്വം എല്ലാവർക്കുമുണ്ട്.
